Govt to pick up 10 posts of Joint Secretaries from the Private sector, sparks debate

NewDelhi : In a move that could inject fresh blood of expertise in India’s infamous higher bureaucracy, the Government of India has notified recruitment of 10 positions of joint secretaries through lateral recruitment.

“The Government is looking for ten (10) outstanding individuals with expertise in the areas of (i) Revenue (ii) Financial Services (iii) Economic Affairs (iv) Agriculture, Cooperation & Farmers’ Welfare (v) Road Transport & Highways (vi) Shipping (vii) Environment, Forests and Climate Change (viii) New & Renewable Energy (ix) Civil Aviation and (x) Commerce” the notification said.

However, experts differ on the effectiveness of the decision with some say that it’ll attract new talents and ideas into the government bureaucracy, while some say that the decision may disappoint the IAS cadres.

The period of contract will be for three years from the date of commencement of service, extendable up to five years depending upon performance. The criteria for applicants include minimum age of 40 years as on July 1, 2018, graduate from a recognized university or institute. Higher qualifications would be an added advantage. Those who are eligible to apply are officers of any state or Union Territories government who are already working at an equivalent level or are eligible for appointment to equivalent level in their cadre, with relevant experience.
