“Paradip is all set to become a globally competitive Port” : chairman

Defying turbulent economic environments, the Paradip Port has been able to sustain its impressive growth rate for the last several years and it is now counted among the top performing Port in the Country. In the first Quarter of the current fiscal, the Port has outpaced all other major ports in terms of Cargo growth achieving 18 percent volume growth. Meanwhile, keeping in view its future growth prospects, the port authority has taken up several projects to increase its capacity and efficiency.  Mr Rinkesh Roy, Chairman, Paradip Port Trust, spoke to Tapan Moharana about the ports performance and the growth plans. 

 

 

  1. 1 How has Paradip Port evolved in the last three years and what sets it apart from its peers across India and The Globe?

Ans.    During last three years Paradip Port has achieved a remarkable growth from  71 Million Tonnes in 2014-15 to 89 Million Tonnes in 2016-17 .

The Berth-day out-put has increased substantially from 17736 MT to 23727 MT with 34% growth. Enhanced capacity, upgraded infrastructure , many user-friendly policies and focus on efficiency & cost reduction have seen PPT grow from strength to strength.

Q.2     The Government has taken various initiatives for the development of Ports. How has the Port leveraged on this opportunities?

Ans.    Under the initiatives of Govt. of India, Paradip Port Trust is all set to develop a world class, globally competitive, Smart Industrial Port City at an estimated cost of Rs. 2770Cr. and will make Paradip a hub for Micro Small & Medium Enterprises .

  • It will have Multi-modal Logistics Parks (MMLPs), Industrial Parks, Residential and Commercial areas, water management system, waste recycling centre & creek development programme for tourism and also generate the employment for the youth of Odisha .
  • The proposed Smart City will also have dedicated drinking water supply lines and a very efficient drainage system. The road network will have dedicated lines for township and port.
  • The slums area which is currently scattered will be rehabilitated in multi-storied Buildings.

Q.3     What are the global best practices that can be implemented in India for the development of Ports?

Ans. The global best practice is to reduce the Turn around time of the vessel. The initiatives such as new berthing policy as well as e-initiatives etc have been taken at Paradip Port Trust to lead the port at par with international standard.

Q.4     What are the steps you have taken for ease of Doing Business”?

Ans.    The following activities have been taken up under Ease of doing Business.

  • RFID based Gate-automation system.
  • For removal of bottleneck on Rail connectivity, Auto signalling from Talcher to Paradip to be completed by October, 2017and the new railway-line between  Haridaspur-Paradip will be completed by September, 2018.

 

 

Q.5     What are the facilities available for handling Various cargoes?

Ans.    The Port has a state of the art Mechanized Coal Handling Plant to handle thermal coal traffic. The plant is designed to handle 32 million tonnes per annum equipped with Stackers, Reclaimers, Conveyors and Ship loaders of 4000 TPH capacity with mechanised unloading facility from BOBR wagons on a Merry- Go- Round system.

Further Port has an Iron Ore Plant equipped with Stackers, Reclaimers, Conveyors and Ship loaders of 3000 TPH capacity with mechanised unloading facility from BOXN wagons.

The Port is equipped with 10 nos. of Harbor Mobile Cranes of 60T – 100T to handle bulk cargo in 7 berths & 2 Quay walls for Inland Water Terminal. It has excellent facilities of handling a variety of cargoes with Modern cargo handling equipments, adequate back up space and storage facilities.

Q6      What has been Growth in cargo Handling Traffic over the previous Years? Can you please provide us the break-up.

Q.8     What are the digital initiatives taken by Paradip Port?

Ans.    The digital initiatives taken up at Paradip Port Trust is as follows.

  • On-line Berth & Plot allotment.
  • RFID based access control system.
  • The web-enabled GIS based Integrated Land Management system
  • Biometric attendance system
  • 100% cashless transactions.
  • E- tendering, E-auction & E-procurements.
  • Mobile app.
  • Seeing ships working at berths live on mob.

Q.9     There is a shortage of skilled manpower in Port sector. What are the steps Paradip Port has taken to increase skilled manpower?

Ans.    The skill development of employees at Paradip Port Trust has been taken on priority basis. Accordingly adequate training to the employees has been extended through in-house training with faculty assistance from reputed Institutions and also deputing for outside training conducted by the different leading institutions of India & abroad.  In addition to the above, Implementation of Enterprise resource planning (ERP)  is on progress.

Q.10   What are the growth plan for the next three Years?

Ans.    There is a proposal for “Expansion of Inner Harbor and Development of Western Dock”  in the coming three years.

Further Paradip Port Trust is all set to develop a world class, globally competitive, Smart Industrial Port City at an estimated cost of Rs. 2770Cr. and will make Paradip a hub for Micro Small & Medium Enterprises.

  • Industry processing zone- to give fillip to Port led development, the Port is allocating land to various industries and has received EOIs from over 40 industries for setting up units at Paradip. One of the main themes is the development of a wood cluster where industries from Western India are shifting base to Paradip.
  • Residential and Commercial areas, water management system, waste recycling centre & creek development programme for tourism.
  • The proposed Smart City will also have dedicated drinking water supply lines and a very efficient drainage system. The road network will have dedicated lines for township and port.
  • The slums area which is currently scattered will be rehabilitated in multi-storied Buildings.

PPT is going for re-development of Hospital in JV model where Port Employees & Pensioners will be getting best facilities currently unavailable at Paradip. The JV partner will be free to treat outsiders on commercial rates. EOI for JV partner will be floated by October-2017. Subsequently the Hospital will be converted into Medical College.
